China Regulations concerning Road Transportation of Dangerous Goods will be Implemented from 1 Dec. 2018

The Regulations concerning Road Transportation of Dangerous Goods (JT/T 617) will be implemented from 1 Dec. 2018.

JT/T 617 is divided into 7 parts. It mainly focuses on Class 1-6 and Class 8-9 Dangerous Goods. Contents of the Regulations: Part 1 (JT/T 617.1) General provisions; Part 2 (JT/T 617.2) Classification; Part 3 (JT/T 617.3) Index of dangerous goods name and transportation requirement; Part 4 (JT/T 617.4) Provisions for the use of transport packagings; Part 5 (JT/T 617.5) Consignment; Part 6 (JT/T 617.6) Provisions concerning the conditions of carriage, loading, unloading and handling; Part 7 (JT/T 617.7) Transport conditions and operational requirement. JT/T 617 makes reference to the Recommendations on the Transport of Dangerous Goods - Model Regulations (the 18th edition), Recommendations on the Transport of Dangerous Goods - Tests and Criteria (the 6th edition) and European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR, 2015 edition). It takes into consideration of the transport vehicle, the consignment procedure, transportation operations as well as other noticeable problems.

Compared with JT 617-2004, the JT/T 617 gives a detailed description of requirements in it. Besides, to better give guidance to the transport of dangerous goods, JT/T 617 also adds some new contents, including the requirements for international intermodal transport, the training of employees involved in dangerous goods, high risk dangerous goods, limited quantity and excepted quantity.

To support the transport of dangerous goods in limited quantities, expected quantities, etc., the government still needs to release supporting documents for the compliance of dangerous goods transportation.
