On September 13, India made the significant decision that it will enforce stringent quality regulations on various goods. This announcement will be published in the Gazette of India within four months after the conclusion of the WTO technical barriers to trade (TBT) consultation process. The announcement was made in accordance with the Bureau of Indian Standards Act (11 of 2016), and the Department of Chemicals and Petrochemicals under the Ministry of Chemicals and Fertilizers in India.
In accordance with the latest quality control order, the following goods will be added to the BIS mandatory certification list:
- sodium cyanide;
- captafol (technical grade);
- textiles – high-density polyethylene (HDPE)/ polypropylene (PP) woven sacks for packaging of 50 kg cement;
- textiles – polypropylene (PP) woven, laminated, block bottom valve sacks for packaging of 50 kg;
- alumina calcined;
- diesel engines — NOx reduction agent AUS 32;
- toluene diisocyanate (TDI-80);
- monocrotophos;
- textiles – high-density polyethylene (HDPE)/ polypropylene (PP) woven sacks for packaging fertilizers;
- textiles – high-density polyethylene (HDPE) polypropylene (PP) woven sacks for packaging of 25 kg polymer materials;
- industrial grade urea (technical grade urea);
- ethylene oxide;
- anhydrous ammonia;
- textiles –polypropylene (PP)/high-density polyethylene (HDPE) laminated woven sacks for mail sorting, storage, transport, and distribution.
Specified goods or articles shall conform to the corresponding Indian standard and shall bear the mark with the title of the Indian standard. It should be noted that this order does not apply to goods or articles meant for export.

This order shall come into force after one hundred and eighty days from the date of publication in the official gazette. BIS will be the certifying and enforcing authority, responsible for quality certification and supervision of chemical products.
The measure signifies the Indian government's further commitment to strengthening product quality standards, aiming to ensure that the market offers more reliable products, protects the legitimate rights of consumers, and promotes sustainable economic growth in India, enabling both consumers and enterprises to enjoy a higher level of product quality and safety assurance.
