Introduction
China's second child policy and consumption upgrade have driven the rapid growth of the mother and infant industry. At present, the number of infants aged 0 to 3 in China exceeds 50 million. Infant care cosmetics refer to daily toiletries (such as hair care, bath and skin care products). If calculated based on an average annual consumption of 300 yuan per capita, China's infant care market capacity is about 15 billion yuan. As we know, pre-market registration policy leads to the high barriers to entry for imported cosmetics to China market. Especially for imported infant cosmetics, the entry requirements are even more difficult. Therefore, just few imported infant cosmetics brands circulate in the Chinese market. When the pre-market approval system for imported non-special use cosmetics was changed into pre-market filing system since 10th Nov 2018, a green light was turned on to foreign cosmetics brands. How about the filing status of imported infant cosmetics since the policy was implemented for more than a year?
