On April 30, 2024, National Institutes for Food and Drug Control released a series of regulatory documents related to the safety assessment of cosmetics. Among them, the "Guidelines for Submission of Cosmetic Safety Assessment Materials" classify the circumstances under which cosmetic safety assessment materials should be submitted based on risk management principles. Additionally, the guidelines establish key points for self-inspection of cosmetic safety assessment reports to guide enterprises in conducting product safety assessments.
Previously, the National Medical Products Administration (NMPA) issued the "Technical Guidelines for Cosmetic Safety Assessment (2021 Edition)" (Announcement No. 51 of 2021), which indicated that before May 1, 2024, registrants and filers of cosmetics could submit a simplified version of the product safety assessment report in accordance with the requirements of the Technical Guidelines. According to regulatory provisions, a simplified safety assessment report was used during the transition period. However, starting from May this year, enterprises are required to provide a comprehensive safety assessment report.
On April 22, 2024, NMPA issued Announcement No. 50 titled "Measures to Optimize the Management of Cosmetic Safety Assessments." This announcement clearly states that simplified safety assessment reports can be submitted until May 1, 2025, with the intention of avoiding redundant investment in R&D documentation by enterprises.
With the introduction of supporting national policies and optimization measures, the system for comprehensive safety assessment reports is effectively implemented within the cosmetics industry starting May 1, 2024.
