The Cosmetics Supervision and Administration Regulations (CSAR, State Order No. 727) were issued on June 29, 2020, and officially implemented on January 1, 2021. This is the first time in 30 years that the cosmetics Hygiene Supervision Regulations have been completely revised. Then a series of secondary regulations have been launched, to regulate cosmetics in all aspects, including cosmetics classification, labeling, efficacy claims, production and operation, quality management, registration and filing, adverse reaction monitoring, safety information of used cosmetics raw materials, and registration and filing of new cosmetics raw materials. In this wave of regulation upgrading, cosmetic enterprises are facing great challenges.
According to the statistics from National Bureau of Statistics, retail sales of cosmetics totaled 21.4 billion yuan in April, down 22.3% year on year. From January to April, the total retail sales of cosmetics reached 116.8 billion yuan, down 3.6% year-on-year, the first time in this year that the cumulative total of cosmetics retail sales declined. According to data released by the General Administration of Customs, from January to April 2022, the accumulated imports of cosmetics and toiletry products was 35200.2 tons, down 22.9% year-on-year; The import value was 13.19 billion yuan, down 9.28% year-on-year. According to the statistics of special cosmetics registration data from January to May 2022, affected by the epidemic and the transition of cosmetic regulations, 675 cosmetics have been approved for registration as of May 26, 2022, down 76.5% compared with that in the first half of 2021.
