The rapid development of the cosmetics market
From 2012 to 2018, the annual growth rate of China’s cosmetic market reached 8.0%. It is estimated that in 2020 and 2021, the scale of China’s cosmetic market will reach 456.2 billion yuan and 485.2 billion yuan respectively. The proportion of cosmetic online retail sales has increased year on year, accounting for 74.2% of the total retail sales in 2018.
The current situation of quality and safety is still of concern
In 2018, China’s Market Supervision Department received a total of 11.249 million consumer complaints, reports and consultations. Amongst them, cosmetic related complaints increased by 246.7% year-on-year. Interview data on the reliability of online shopping shows that 50% of citizens said they would buy counterfeit goods online. Conversely, consumers are more concerned about the safety and quality of cosmetics they choose to purchase. According to the Statistical Survey and Analysis Report on the Supply and Demand of Major Consumer Products issued by the Ministry of Commerce in 2019, consumers are more aware of the safety and quality when purchasing cosmetics, with the proportions being 71.3% and 64.6% respectively.
Major changes in government regulatory policies
In the past two years, with the implementation of the policy "simplifying administration and delegating power" and "separating license from certificate", supervision has focused on simplifying the pre-approval process but strengthening the post-supervision surveillance. It will become a new norm for supervision to be governed by a quantitative and hierarchical management system and overseas inspections to be carried out based on the principle of risk control.
Annual report content and release purpose
New consumption models, new economic patterns and new regulatory models are products of the rapid development of China's cosmetic market. Under the new regulatory model, cosmetic companies need to take responsibility for product safety from raw material to procurement, production, packaging, transportation, and sale under the guidance of the regulatory authorities. In order to produce safe, high-quality products that meet the diverse needs of the growing cosmetics market, improvement of the production capacity of cosmetics companies will be required. High-quality products must be the result of corporate self-discipline. Only through the joint efforts of the entire cosmetics industry, can "Made in China" be recognized by consumers worldwide.
