On December 14, 2023, the Taiwanese Ministry of Health and Welfare published a notice on the draft amendment of the List of Ingredients Prohibited in Cosmetic Products to commence a period of public comments. The new amendment will come into effect on July 1, 2024. For any comments or suggestions, please submit them within 60 days from the day following the publication of the notice.
The amendment includes:
1. Updates the regulation of two ingredients.
A. Cells, tissues, or products of human origin: Companies or individuals reviewed and approved by the central competent authority are not restricted.
B. Zirconium and its compounds: Zirconium lakes, salts, pigments used as colorants in cosmetics, and other specified ingredients are not restricted.

This amendment demonstrates the Ministry of Health and Welfare’s ongoing concern for cosmetic safety, the continuous strengthening of regulation over cosmetic ingredients and the commitment to public health. The ministry encourages cosmetic manufacturers, experts, and consumers to actively participate in providing comments, jointly promoting the development of the cosmetics industry.
