To ensure the quality and safety of infant formula milk powder, CFDA enforced Administrative Measures for Product Formula Registration of infants and Young Children Formula Milk Powder on the 1^st of October. The purpose of this Measure is to solve the problems that some infant formula milk powder manufacturers developed their formula randomly and changed their formula frequently. In order to support smooth going of registration, other corresponding documents (e.g. Items and Requirements of Registration Application Documents for Product Formula of Infant Formula Milk Powder (Trial)) came out with detailed requirements for dossier preparation and registration process. Meanwhile, CFDA provided a transitional period for companies to cope with the new Measure. At the end of year 2017, CFDA published an official announcement which clarified and explained the transitional period for foreign infant formula milk powder producers.

Explanatorily, from 1^st of January, 2018, if foreign companies plan to sell their infant formula milk powder in Chinese market, it is mandatory to get the registration certificate. For products produced before 1^st of January, 2018, they can still be on market till expire date. Until 30^th of January, 101 Chinese companies had already got 816 formula registration certificates. Among these, 80 of them finished the registration for three series nine formula. For foreign companies, 41 of them completed 224 formula registration certificates and 11 of them succeeded in three series nine formula registration (The table below shows detailed registration information for oversea companies).

For those companies who have not got the certificate, registration preparation shall be urgent. To increase the efficiency of registration, there are several suggestions from CIRS: First, when choosing the product formula, mature formula shall be the priority; Second, when designing the Chinese label, clean label is more welcomed; Third, to save time, arranging sample tests at the earliest is very important.
