FAQ regarding Guidelines for the Reporting of Safety Information of Cosmetic Ingredients

Q1 Who should submit the safety information of cosmetic raw materials?

A cosmetic raw material manufacturer refers to an enterprise that is responsible for the safety of raw materials, which can be the actual production company of the raw material, the affiliated company belonging to the same group of actual production company of the raw material, or the commissioning company of raw materials.

The cosmetic ingredient manufacturer shall submit the "Information Form of Recorded Company for the Safety Related Information of Raw Materials" and the supporting documents as a business entity through the NMPA raw material safety information service platform so as to open access to the submission of safety related information of cosmetics raw materials.

Note: the abovementioned service platform is not open yet.

Q2 Can someone else be authorized to submit the safety information of cosmetic raw materials?

Overseas or domestic raw material manufacturers can submit the safety information of cosmetic raw materials by themselves, or they can authorize overseas or domestic legal entity to report and maintain the safety information of raw materials. When the authorized enterprise opens the user right, the Power of Attorney (POA) issued by the cosmetic ingredient manufacturer should be submitted as well. The POA should specify the relationship and scope of authorization, and only one company should be authorized to provide the safety information of raw material with the same specification of quality.

Q3 What information needs to be provided when submitting the safety information of cosmetic ingredients?

The safety-related information of raw materials shall include the trade name, basic information, a brief description of production process, necessary quality control requirements, assessment conclusions of international authorities, and limit requirements for risk substances, etc.

Note: There is no need to submit the safety information of water for cosmetics production except the water from special origin.

Q4 What is the safety information reporting code for cosmetic raw materials?

After the submission of safety info of raw materials through the information platform, a raw material reporting code will be generated automatically. The raw material reporting code consists of a five-digit producer code, a six-digit raw material code, and a three-digit raw material quality specification code. Each group of codes is linked by "-".

Q5 What safety information of cosmetic raw materials will be disclosed?

NMPA will disclose parts of reported safety info of raw materials such as trade name of raw material, manufacturer information, and raw material reporting code.

The cosmetics registrant, filer or domestic responsible person can fill in the raw material reporting code to associate the safety information file of raw materials for the registration of special cosmetics or filing of ordinary cosmetics. When the raw material manufacturer or safety information changes, the registrant, filer or domestic responsible person shall update the information timely.
