ECHA风险评估委员会就引入或更新某些物质的统一分类和标签发布意见,并在发布修订以前,向成员国和利益相关者征集意见。本次拟采纳意见的物质有54个,清单见附表。
欧盟委员会曾收到利益相关方对1,4-苯二胺、N,N'-混合Ph、甲苯基衍生物、二丁基氧化锡的科学评估提出的质疑。经评估,额外的信息不足以质疑其科学评估。因此,引入有关物质的统一分类和标签是适当的。
另外,数据表明铅块在水中的溶解度低于铅粉,根据法规(EC)1272/2008附件I第4部分的计算得出的铅块分类不够严格。因此,就M因子而言,修改铅粉已有的水生毒性分类是合适的,并对铅块引入不同的水生毒性分类。
关于甲基丙烯酸甲酯的呼吸道致敏物分类,碳酸锂、氯化锂和氢氧化锂作为生殖毒性物质的分类,委员会也收到了利益相关方的补充信息。由于新信息还需进一步评估,上述4种物质在现阶段不应进行统一的分类和标签。
此次分类修订,欧盟也给予了供应商一段过渡期,用来调整产品的标签和包装,并根据现有的监管要求销售现有库存。供应商也可以在本条例适用日期前自愿应用新的分类。本法规将会在《欧盟官方公报》上公布后第20天生效,并将在生效后的18个月后开始适用。
